History of the National NYCPD 10-13 Organizations, Inc.
In July 1990 the National NYCPD 10-13 Organizations, Inc. came into its formal existence. Its purpose was to both unify and affect the political climate and legislative agenda as it pertains to the welfare of New York City Police Department retirees of all ranks, and to be the representative and voice of the many 10-13 chapters, nationwide.

The National NYCPD 10-13 is based in New York. In early 1992, the National was recognized by the United States Congress, the New York State Assembly, and the New York State Senate, as the representative union of retirees of all ranks of the New York City Police Department.

The National’s original purpose was to attain a COLA for the retirees. This legislation was achieved in July 2000. The National has become a respected and recognized voice through its own lobbying efforts, and through being a member organization of the Alliance of Public Retirees of NY, holding a position on its board.

The National has achieved many legislative landmarks such as:
COLA: the National was consulted and was invited by Governor Pataki to the COLA-signing.  The National continues to seek improvements to the original COLA legislation.
Medicare 100%Reimbursement: the National lobbied vigorously for this legislation, and was invited by speaker Peter Vallone to the floor of the New York City Council the day this legislation passed. 
Surviving Spouse Legislation :widow(er) allowed to pick up COBRA Health Insurance forever instead of 3 years.  (On the day the Medicare Reimbursement was signed, we were notified by the City Council that this legislation was pulled out of committee and also signed.
HR-218:  (National Carry Permit)-the National has been actively involved with Congress to get this legislation passed as a federal permit for retirees to carry their weapons.  We will continue to lobby as this law has not been nationally recognized, as some states refuse to certify.

Our Latest Endeavor

Health Insurance Protection Legislation:  this has become a priority.  Retiree groups are being discriminated against, by the changing of their contractual health benefits.  Ironically, some NYS retirees (Teachers) have enjoyed this protection yearly for many years.  It seems like every time the New York State legislature drafts a bill to protect retirees, it has either been vetoed, or lately lobbied against by some NYC Police Unions, who mistakenly believe that we don’t need this protection, but every other major union in NYS supports this legislation, so opposing it makes no sense.  The National met with Senator Marty Golden, who is a retired member of the NYCPD and the National The National holds an Annual Convention (#19 this year at the Friar Tuck in the Catskills, 7/25-27), where we meet to discuss concerns of our retirees in general and in particular.  And to get together to have a good time.  We have opened many doors to legislators and unions throughout the city and state in order to enhance our ability to represent our retirees  to the best of our ability, and to keep you, our members and families accurately informed and involved. 

He introduced bill S8463,supportingHealth Insurance Protection to include Police and Fire, on June 10, 2008.  This was done by the urging of the National, and we will continue to
aggressively lobby until this injustice is corrected. 

Other News

The Convention is also our annual fundraiser which enables the National to lobby, and make PAC contributions.  The fundraiser is hugely successful, thanks to the members’ participation. Because of this, the National was able to rebate the chapters and their members, and lowered the National dues by 1/3, paid for the buses and food for Lobby Day (half paid for by the Alliance), and increased our PAC participation and contributions, and remained actively involved in the legislative process.  We encourage you, as members, to let others know (active or retired), to join and participate.  The National is proud to say we are the most active police retiree organization in the state of New York. 

We will continue to work to protect, enhance and gain for you, our members, the benefits you worked so hard for and richly deserve.  We are fortunate to have our immediate past National President, Tony Perrone, serving as our Legislative Representative.  He now has been unanimously elected to the position of Present of the Alliance of Public Retiree Organizations of NY, and will take office in September 2008, succeeding President Ed Curran.  Also, elected to the position of Alliance Treasurer, is our current National President Jim Ferguson.
